In the USA many parents install parental control programs bought from specialised security programs that stop kids down loading porn or visiting gambling sites. Is self censorship the way forward rather than have draconian state sanitation censorship laws on that. Both of which can be easy by passed with a good knowledge of computers. Do the Chinese government see Chinese citizens incapable of self-censorship?</p>

raffles are a type of gambling so would there be huge hoops to jump through? this would be for profit, all ligit. i live in mn.</p>
<p><i>Answer by Books</i><br/>Many states have laws against raffles.  You can&#8217;t trade anything of value for the chance to get something of value is how it might be worded.  You&#8217;d have to make sure that you don&#8217;t do business in any state where a raffle is illegal.  For profit raffles are especially subject to being illegal.  The links below lead to a site that will help you determine the laws for raffles in many states.  The second link is for Minnesota in particular.</p>

			<content:encoded><![CDATA[<p><strong><i>Question by gouramiperson</i>: Is it just me, or are we not doing enough to put restricting laws on the internet?</strong><br />
The world is moving at a much faster pace than the lawmakers may have anticipated.  A lot of the legislation we have regarding internet practices is insufficient.  People can gamble online, they can harass others, they can commit fraud, they can pose as someone else, they can do so many things and noone really cares because &#8220;it&#8217;s just the internet.&#8221;  Is it wrong for me to believe that any activity that occurs within the jurisdiction of any country should be dealt with equally and accordingly, whether it is online, or otherwise?  And should there not be greater restrictions on the content that we are able to access from other countries?  Theoretically, foreign websites are not subject to the United States&#8217; Freedom of Speech (or any other Constitutional rights).  Also, I think it is unfair that a large number of websites relinquish any kind of accountability for misconduct that occurs on their sites by making people agree to their terms of use.<br />
Also, people can argue about how what they do online is a matter of privacy, but once you post information on a global forum (the internet), it becomes public&#8230;&#8230;.Do these people have any right to argue privacy?</p>
<p><i>Answer by coragryph</i><br/>Yes, people are free to do what they want. That&#8217;s the whole point of America &#8212; we&#8217;re not supposed to be a fascist state.</p>
<p>And no, they cannot commit fraud or harassment online, any more than they can in person. It doesn&#8217;t matter what tools are being used &#8212; the general laws against fraud or harassment apply equally well online as they do elsewhere.</p>
<p>If you want to start blocking content because you don&#8217;t like what they are saying, install filters on your computer.</p>
<p>But if you want to start censoring content and preventing everyone else from choosing what they see and read, you better start by shredding the Constitution.</p>

I want to set up a poker website where the first, second, and third place winners get gift certificates worth , , and 0.  Members would pay a dollar a month to play.  Would this be illegal according to U.S. gaming law since it is not, technically, gambling?</p>
<p><i>Answer by Does Heaven Have a Sportsbook?</i><br/>It&#8217;s a gray area.  Let me explain it the best I can with an example:</p>
<p>There&#8217;s only one site I know of doing poker legally in the US &#8211; I can&#8217;t stand it, and I don&#8217;t know a lot of folks who can, either.  it&#8217;s called &#8220;Duplicate Poker&#8221;.  They are legal because the game has a serious variant.  The cards you are dealt are dealt to another player.  Your goal is to play the hand better than your &#8220;partner&#8221; and get more chips in the round (or lose less) than your &#8220;partner&#8221;.</p>
<p>I tell you this because I am giving you an example of what they determined legal to conduct in the US.  Duplicate Poker is legal as it is deemed a &#8220;game of skill&#8221;, much like World Winner, etc. . . </p>
<p>It has not been made formally illegal to gamble online with offshore accounts in most US states.  A few, like Washington state, made expressly written law prohibiting it, but there is no federal law regarding individual gamblers with offshore sites.  What isn&#8217;t legal is for US banks/credit card companies to process gaming transactions.  What isn&#8217;t legal is a US-based conduction of a game of chance for monetary prizes  That&#8217;s what the UIGEA laws relate to.</p>
<p>Sadly, they treat conventional poker as a &#8220;game of chance&#8221; for these purposes.</p>

ok i already tried asking this question once, and it failed, didnt copy and paste everything, so im re typing it.  my browser (firefox) is messin up, ok so i wanted to figure out that riddle bout the 2 guards and doors? so i googled &#8220;riddles&#8221; and the first site that came up was  www.riddles.com , makes sense, right? so i clicked it, and the first time it  directed me to a site with a picture of a cow and it said  cow quiz! and below it it said  what animal is this    and another   what site directed you here  obvious scam so i went back and clicked it again, this time and all times after that it took me to some casino poker site  i cant google something cuz if i do then when i click a link, it takes me to some completely different place, gotta type it in the address bar&#8230;and did i mention its slower in bringing up sites? and sometimes, idk how many of u got the yahoo messenger, but its just got a list of ppl to IM, and the 1s online are in bold, you know? and at the top is a lil letter icon,  to check mail obviously so i wanna check my mail (even tho i only have mail when its lit up) and my computer freezes, and the mouse wont move,, and if i click once, theres this BOOP sound, and nothing else, ive had to reboot my computer like 5 times today, whats goin on!?!?!<br />
wow&#8230;.also i didnt even think about youtube, i went there to watch some stuff, waiting for answers to this, and i typed in &#8220;baba yetu&#8221;  search it yourself, very nice song, anyways i did that, and clicked on the video, and big white page came up and said something about a team of highly trained monkeys has been dispatched to deal with the problem?? and then it said to include this in ur error report  and it was a bunch of codes, dunno, so i got pissed and tried again and it worked but the lil icon that represents the video was blanked out, dunno why.<br />
whats browser plugins? lol you people gotta simplify things for me.</p>
